Don't get too excited.
the current release of Shiva has a nasty cap bug.
My Crow, for example, currently has only one bar of cap whereas it normally has 3 bars.
This could be why Bad'Boy could not activate his 2nd MWD and the "missing resource" is actually cap?
It's a different error message to the TQ one, I admit, but let's not count our dual-mwd chickens before they hatch.

Yeah, JarJar, the cap indicator looks like that (without the other stuff floating around, that is).

I think it is because battleships are meant to be slow and cumbersome in CCP's vision of how it's meant to be.
Dual-MWD stacks incorrectly which makes a BS turn on a sixpence and move like a Sand-Dancer with a meal ticket.
Someone said fixing the stacking would be suitable and it's worth a go to see how they perform on Shiva that way.

If the problem is the dual MWD raven, address that.
The only time I use dual MWD is on a crow to sustain 30km/s when hunting safespots. Admittedly I can still use one standard launcher with light missiles with that setup, but I am not sure that is going to threaten anyone.
There are LOTS of fine, fair and balanced uses for dual MWD, I think a general nerf is a bad thing.
If the dual MWD raven is so uber (and it isn't, there are plenty of setups which can counter it VERY effectively), fix that. Breaking everything else in the process is just stupid.
Half a fix is no fix.
Dual-MWD = hi-slots deactivated?
Would that be a better solution?
Don't forget that cap relays were nerfed specifically because one ship gained far more by them than other ships.

Please include shield boosters in your list too!! (Only one shield booster at a time) and do not forget shield booster amplifier too. There no armor repair amplifier yet so it would be unfair.

Regarding the single MWD. It will be hard to run blockades with even a frigate (excluding cepters) but still possible. So instant BM are now a trade good !
Your suggestions do not unbalance the game by fitting multiple modules simply because they stack correctly and confirm to the Dev's idea of balance.

Removing the sig. radius penalty seems to be an impossible task as current tracking calculations rely heavily upon it as will future missile damage calculations
The cap/shields penalty are really only prohibitive for most cruisers and all battleships but any decent frigate pilot can run an MWD all day.
I think that is where the problem comes; standard penalties across all classes affects each class differently.
Perhaps frigate-sized MWD's should have different penalties to cruiser-sized MWD's etc.
